HYDERABAD, OCTOBER 22: Prime Minister Manmohan Singh has no option but to quit owning responsibility for proclamation of ''unconstitutional'' President's rule in Bihar, Bharatiya Janata Party Legal cell National Convener Satpal Jain said today.
It would have been proper on the part of the UPA government to at least recall Bihar Governor Buta Singh, who had cast a slur on the August office by recommending President's rule, in the wake of the Supreme court observation in the case, he said while taking part in the first BJP national zonal legal cell convention here......
