चंडीगढ़, 11 दिसम्बर। केंद्रीय वित्त मंत्रालय और योजना आयोग ने प्रशासन को अतिरिक्त प्लान बजट देने से साफ इनकार कर दिया है।
उल्लेखनीय है कि चंडीगढ़ प्रशासन ने अतिरिक्त प्लान बजट में केंद्र से 204 करोड़ रुपये तथा नॉन प्लान में 830 करोड़ रुपये मांगे थे। केन्द्र सरकार ने चंडीगढ़ के योजनागत खर्च में पिछले वित्त वर्ष की अपेक्षा मामूली वृद्धि ही की थी, जबकि गैर योजनागत बजट में गत वित्त वर्ष की अपेक्षा लगभग 10 करोड़ रुपये की कटौती कर दी गई थी। इतना ही प्रशासन ने चालू वित्त वर्ष के लिये जो अनुमानित बजट केन्द्र सरकार को भेेजा था उसमें योजनागत मद में लगभग 50 प्रतिशत की व गैर योजनागत मद में लगभग 400 करोड़ का कट लगाया था।
चालू वित्त वर्ष 2010-11 के लिये चंडीगढ़ प्रशासन को वार्षिक बजट के रुप में केन्द्र सरकार से 1938 करोड़ रुपये मिले थे। इसमें योजनागत खर्च के लिये 450.91 करोड़ व गैर योजनागत खर्च के लिये 1466 करोड़ रुपये का प्रावधान किया गया था, जबकि चंडीगढ़ प्रशासन ने 2666 करोड़ रुपये मांगे थे। इसमें योजनागत खर्च के लिये 800 करोड़ व गैर योजनागत खर्च के लिये 1866 करोड़ का प्रावधान करने की मांग की गई थी।
चंडीगढ़ के पूर्व सांसद एवं भाजपा के विधि एंव संसदीय कार्य प्रकोष्ठ के राष्ट्रीय प्रभारी सत्यपाल जैन ने केन्द्र सरकार द्वारा चण्डीगढ़ के विकास के लिये मांगी गई 1034 करोड़ रुपये की राशि में भारी कटौती करके उसे मात्र 381 करोड़ मंजूर करने के निर्णय की आलोचना करते हुये आरोप लगाया है कि केन्द्र की कांग्रेस की वर्तमान सरकार चण्डीगढ़ के विकास कार्यों पर ”ब्रेक” लगाने का काम कर रही है।
आज यहां जारी एक बयान में जैन ने कहा कि इस कटौती के सबसे बुरा असर शहर में गरीब लोगों के लिये बन रही पुनर्वास योजनाओं, स्वस्थ्य सेवाओं, शिक्षा एंव कृषि, ग्रामीण विकास तथा औद्योगिक विकास की योजनाओं पर पड़ेगा।
सत्यपाल जैन ने कहा कि केंद्र की मंशा से जाहिर होता है कि वह चंडीगढ़ के विकास को बढ़ावा देने के बजाय इस पर ब्रेक लगाना चाहती है। चंडीगढ़ को उसकी जरूरतों के मुकाबले बेहद कम पैसा देने से यहां विकास एवं पुनर्वास परियोजनाएं, शिक्षा, उद्योग तथा भूमि अधिग्रहण के बदले भूमि मालिकों को मुआवजे का भुगतान आदि कार्य सबसे ज्यादा प्रभावित होंगे।
भाजपा नेता ने चंडीगढ़ के सांसद को संसदीय कार्यमंत्री पवन कुमार बंसल पर परोक्ष रूप से निशाना साधते हुए कहा कि जिन्होंने चंडीगढ़ में 25000 फ्लैटों का निर्माण तथा प्रत्येक सैक्टर में स्कूल, अस्पताल और सामुदायिक केंद्रों का निर्माण, भूमि अधिग्रहण के बदले चार करोड़ रूपए का मुआवजा दिलाने, शहर में मैट्रो चलाने के  नाम पर लोगों से वोट मांगे वे अब इन परियोजनाओं के लिए चंडीगढ़ प्रशासन को पैसा देने से इनकार कर रहे हैं।
श्री जैन ने केंद्र सरकार से आग्रह किया कि वह चंड़ीगढ़ को विकास के लिए मांगी गई राशि को तत्काल मंजूरी दे ताकि उक्त परियोजनाएं पूरी हों शहरवासियों को राहत मिल सके।

Chandigarh December 11, 2010: Mr. Satya Pal Jain, Ex-MP and National Incharge of the Legal & Legislative Cell of the BJP has criticized the decision of the Union Government for sanctioning only Rs. 381 Crores, against the demand of Rs.1034 Crores for various developmental projects in Chandigarh. He said that instead of “accelerator” the Union Govt. is pressing “brakes” in the matter of development of the city.

In a statement issued here today Sh. Jain said that because of this cut, the worst affected developmental projects would include the rehabilitation scheme, education, health, industry and payment of due compensation to the agriculturist for acquiring their land etc. etc. He said that those who got votes in the last Lok Sabha Elections by promising construction of 25000 Flats; School, Hospital and Community Centre in each sector; Rs.4 crore per acre compensation for land, Metro etc. are themselves flatly refusing to give money to the Chandigarh Administration for these projects.

He said that during the last 6 years, the Union Ministers are only declaring as to which of the projects they “don’t like” but not taking any concrete steps for completing those, which they had promised. He said that perhaps the only achievement of the Central Congress govt. during this period has been of first planning a project, then spending huge amount on that and ultimately, scrapping it. He said that the various developmental projects of the city should not have been allowed to be finished either because of any mistake by any “individual” or because of the ego of a “minister”. ...

Mr Jain said though it is the Congress which is in power in Delhi and Chandigarh yet the party has ''failed'' to co-ordinate between its different wings.

The Central Ministers, the officials of the Union Home Ministry, the officers of the Chandigarh Administration, rulers of Municipal Corporation and local Congress leaders, are all speaking in different tones. This is resulting in bringing all major developmental projects including Metro, Flyovers, Sub-Ways, to a complete halt, he said.

Mr Jain urged the Union Government to sanction the requisite amount of atleast Rs 1,000 crores for Chandigarh so that the development of this city is not hampered and various development projects can be taken to logical end.

Chandigarh, December 5: NATIONAL Incharge Legal and Legislative Cell of the Bharatiya Janata Party (BJP), Satya Pal Jain, today said the Congress-led UPA government would fall soon due to the numerous scams that have surfaced in the recent past.

Jain added that the whole opposition was united on the issue of the 2G scam and the Parliament would continue to be stalled till their demand for a Joint Parliamentary Committee was agreed to.

On Saturday, Union Minister for Parliamentary Affairs and Water Resources Pawan Kumar Bansal had stated that the JPC was not an investigating agency and there were other government agencies for the purpose. He had further said that the BJP was demanding JPC only as a political weapon.

Reacting to these statements, Jain while addressing a press conference said that what Bansal said was unfortunate and he was trying to mislead the people. “The Government of India instead of taking action against the guilty is trying to wriggle out of the situation. The government wants to save the culprits.

Why has an FIR not been registered in the matter? Raja should have been arrested and interrogated,” said Jain.

... Jain says, “The Prime Minister’s silence on the issue is unfortunate. If the PM knew of the scandal, it makes him a part of criminal conspiracy. If he did not know that such a scandal was happening then it is his weakness.” “The time for discussions is over. We want action. We do not want that after discussion for few days the Rs 1.76 lakh crore scam goes into cold storage. In case the Parliament is adjourned sine die then the party would take the issue to the streets,” said Jain.

... Jain said that while Bansal is claiming that even though four JPCs have been formed earlier these have yielded no result, it does not mean that no JPC should ever be formed. He added that in the scam involving Harshad Mehta after the JPC many bank reforms were brought in.

आदित्य शर्मा/नगर संवाददाता: चंडीगढ़, 5 दिसंबर। 2-जी स्पैक्ट्रम घोटाले से देश की अर्थव्यवस्था को गहरा नुक्सान पहुंचा है। इस घपले के सामने आते ही आम आदमी की जेब से गए एक लाख 76 हजार करोड़ रुपयों की वसूली पर अब कांग्रेस सरकार से जवाब देते नहीं बन रहा है। चंडीगढ़ प्रैस क्लब में अयोजित एक पत्रकार सम्मेलन में भारतीय जनता पार्टी के कानून प्रकोष्ठ के राष्टï्रीय अध्यक्ष सत्यपाल जैन ने उक्त विचार व्यक्त किए।

सत्यपाल जैन सहित भाजपा के वरिष्ठ नेता एवं पूर्व केन्द्रीय मंत्री हरमोहन धवन ने भी पत्रकार सम्मेलन को संबोधित किया।

जैन ने केन्द्रीय मंत्री पवन बंसल द्वारा कल चंडीगढ़ में दिये गये उस बयान, कि भारत सरकार जेपीसी की मांग को कभी स्वीकार नहीं करेगी, की आलोचना करते हुये कहा है कि मंत्री जी का यह बयान साबित करता है कि कांग्रेस की सरकार भ्रष्टाचार के दोषियों की सही जांच न करके मामले पर केवल लीपापोती करना चाहती है।

पलटवार करते हुये श्री जैन ने कहा कि वास्तव में इस मामले की सही जांच संसद की संयुक्त समिति ही कर सकती है। पीएसी भ्रष्टाचार से जुड़े मामलों की जांच नहीं कर सकती है। संयुक्त संसदीय समिति में कांग्रेस सहित सभी दलों के सदस्य होंगे, जो कोई भी संबंधित फाइल मांग सकते हैं। इसकी रिपोर्ट संसद में पेश होगी। उन्होंने आरोप लगाया कि मन्त्री जी जानबूझ कर इस मामले में लोगों को गुमराह कर रहे है। उन्होंने कहा कि मन्त्री का यह कहना कि विपक्ष इस मुद्दे पर संसद में अविश्वास प्रस्ताव ला सकता है, एक ‘बेहूदाÓ बयान है क्योंकि भ्रष्टाचार के दोषियों का दोष तथा सजा, संसद में मतदान से तय नहीं होती।

... जैन ने सवाल किया कि इतने बड़े घोटाले में प्रधानमंत्री, जनता व संसद के समक्ष अपनी स्थिति स्पष्ट क्यों नहीं कर रहे हैं। उन्होंने कहा न्यायिक इतिहास में यह पहला मौका है, जब सुप्रीम कोर्ट को प्रधानमंत्री कार्यालय को निर्देश देना पड़ा कि वह हल्फिया बयान दे। ... उन्होंने कहा यदि प्रधानमंत्री को इस मामले में जानकारी थी, तो वह चुप्पी साधे क्यों बैठे रहे और अगर उन्हें यह जानकारी नहीं थी, तो यह और भी ज्यादा गंभीर मामला है। ...

December 5, 2010, Chandigarh: Mr. Satya Pal Jain, Ex-MP and All India Incharge of the Legal and Legislative Cell of the BJP, has said that BJP will continue its protest in both houses of Parliament till the acceptance of its demand of constituting a JPC to conduct a thorough probe into the 2-G spectrum scandal, Commonwealth Games Scandal and Adarsh Society Scandal.

Talking to media persons, in Chandigarh today, Mr. Jain ridiculed the statement of the Union Parliamentary Affairs Minister that the Government of India will not constitute JPC on 2G Spectrum Scandal. ...He said that the statement of the Parliamentary Affairs Minister that Parliament is “ill-equipped” to probe this scandal is an insult to the entire Parliament of India and unbecoming of the position of Minister of Parliamentary Affairs, which he is holding at the present.

... He said that the suggestion by the Minister of getting these scandals probed by Public Accounts Committee is only an attempt to avoid a thorough probe in to the matter because the PAC can only deal with certain paras of the CAG report of the government departments and cannot deal with the issue of finding as to who are responsible for the scandal. He said that this can be done only by a JPC because only the JPC has the power to thoroughly probe the whole matter, summon any official, Minister, Prime Minister or the concerned files and can recommend to Parliament as to who the guilty person are and what action should be taken against them.

... He said that BJP will not accept anything short of a JPC.
