Jain was addressing footpath workers in Sector 20 and labourers of Colony No. 5 in the city on Monday. Jain said that during the last Lok Sabha elections, the Congress leaders, including Congress chief Sonia Gandhi, had promised that all the poor persons living in Chandigarh, who do not have their own houses, would be rehabilitated. Footpath workers, who are providing essential services of daily life to the citizens, will be provided identity cards and permanent places to work.
Jain added that the common man was suffering because of price rise, threat of demolition to their houses, deteriorating law and order situation, rising unemployment and high-scale retrenchment of jobs. ...

आज यादव महासंघ के वार्षिक समारोह में मुख्य अतिथि के तौर पर संबोधित करते हुए श्री जैन ने कहा कि इतने बड़े घोटाले में प्रधानमंत्री जनता व संसद के समक्ष अपनी स्थिति स्पष्ट क्यों नहीं कर रहे हैं? न्यायिक इतिहास में यह पहला मौका है जब सुप्रीम कोर्ट को प्रधानमंत्री कार्यालय को निर्देश देना पड़ा कि वह लिखित हलफिया बयान दें। उन्होंने कहा कि जब तक यूपीए सरकार विपक्ष की मांग को स्वीकार नहीं करती तब तक भाजपा संसद में विरोध जारी रखेगी।
श्री जैन ने कहा कि जनता की गाढ़ी कमाई को एक लाख 76 हजार करोड़ रुपये की चपत लगी है। जो पैसा सरकारी खजाने में आना था वह बड़े-बड़े नेताओं ने लूटा। उन्होंने कहा कि यदि प्रधानमंत्री को इस मामले की जानकारी थी तो वह चुप्पी क्यों साधे बैठे रहे और यदि जानकारी नहीं थी तो यह और भी गंभीर मामला है कि देश के प्रधानमंत्री को पता ही नहीं लगा कि उनकी नाक तले कितना बड़ा घोटाला हो रहा है। उन्होंने कहा कि इस मामले की सही जांच पीएसी नहीं, संसद की संयुक्त समिति कर सकती है। भाजपा इस मामले को सिरे तक लेकर जाएगी तथा दोषियों को सजा दिलवाकर रहेगी।

BJP to continue its protest in Parliament

Chandigarh, Nov 21 (PTI) BJP will continue to disrupt both the houses of Parliament until the government accepts its demand to constitute a Joint Parliamentary Committee to probe into 2G spectrum scam, party's legal chief said here today.
Asking why the Prime Minister Manmohan Singh and Congress President Sonia Gandhi are not ready for a JPC probe, national in-charge of the Legal and Legislative Cell of BJP Satya Pal Jain rejected the Public Accounts Committee probe, as suggested by the PM.
Jain said PAC can only deal with with certain paras of the CAG report on 2G allocation and this will not help to find out who are responsible for the scandal.
Congress cannot escape the "guilt" of this scandal in which Rs 1,76,000 crore was "looted" that should have come to public exchequer, the former MP said.

Shimla, Nov 20: Bhartiya Janata Party (BJP) would settle for nothing less than a Joint Parliamentary Committee (JPC) probe into the matter of alleged 2G spectrum scam in the Central Government.
A fair inquiry should be conducted into this whole episode and politicians and representatives of corporate houses involved in this scam should be put behind bars," National Convener of BJP Legal Cell Satya Pal Jain told mediaperson while addressing a press conference here today.
Terming the UPA Government, "Government of scams and scandals," he said that Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi should clarify the Government's and Congress Party's stand in this matter.
Mr Jain said that BJP would not allow any functioning in the Parliament until the Central government assures a JPC probe of scam and will continue the protest.
''It is for the first time in India that Supreme Court had asked the Prime Minister to clear his stand in any matter. The Supreme Court has asked a written statement by the Prime Minister in this regard,'' he said.
Mr Jain said ''Why Congress party is afraid of JPC probe into the scam. BJP has no faith in a CBI inquiry as CBI is only a puppet in the hands of Union Government''.
''The role of big corporate houses should also be probed in this matter,'' added Jain.
''Immediately after the report of Comptroller and Auditor General (CAG) in this matter a FIR should have been registered'', said BJP leader.
Mr Jain said ''The present scam has justified the charges of BJP leader LK Advani terming Manmohan Singh a weak Prime Minister as PM has not been able to take any clear stand in this regard''.
''Congress party is deliberately trying to distract the people's attention from the issue by raising other issues and sidelining this very important one,'' said Jain.
BJP has demanded to make amendments in the anti defection law stating that any body found guilty under this law should devoid of contesting any election for six years and the law should be made applicable in all the bodies where elections are contested on party symbols.

Shimla, November 20: Reiterating the BJP’s demand for setting up of a Joint Parliamentary Committee (JPC), the BJP said today that the 2G spectrum, Adarsh Housing Society and Commonwealth Games scams had only reaffirmed his party’s view that Manmohan Singh had proved to be a weak Prime Minister.
Addressing a press conference here today, convener of the National Legal Cell of the BJP Satya Pal Jain said the BJP would not settle for anything less than a JPC and continue with its demand in Parliament. “If the PM was aware of the 2G spectrum scam then he should have answered all queries on it and if he was ignorant it is even more serious and unfortunate,” he remarked.
He said it was the first incident in the history of the judiciary that the Supreme Court wrote to the PM office, seeking a written reply. “Immediately after the CAG report came out, an FIR should have been registered against Raja and it appears that the government is trying to shelter the guilty,” he alleged.
Jain said constitution of a JPC was the only solution as it was only this committee that had the authority to even summon the PM. “The purview of the Public Accounts Committee is very limited and it is just not acceptable to the BJP,” he said.

New Delhi, Nov 20, 2010: Stepping up its attack, BJP today accused Prime Minister Manmohan Singh of being involved in a "conspiracy of silence" over alleged corruption in the 2G spectrum allocation and demanded answers from him on how he permitted the "loot" to take place "right under his nose".

CHANDIGARH: Satya Pal Jain, national in charge of Legal and Legislative Cell of the BJP and former MP from the city has accused the present rulers of the country of ignoring the common man, the poor working class and the labourers while framing their pro-rich policies.
This is resulting into the rich becoming richer and the poor becoming more poorer.
Jain was addressing a rally at Labour Chowk, Sector 45, Chandigarh, on Saturday.
The Construction Workers Labour Union (Regd) had organised the rally as part of Bhagwan Vishawakarma Puja celebration on Saturday. Thousands of labourers and workers from various parts of the city took part in the rally.
Jain also performed a puja and honoured workers' leaders by offering crackers to them.
Jain said those who got votes in the last Lok Sabha elections in name of improving the lot of a common man, are nowhere to be seen today, when the common man is suffering the most because of immense price rise, the threat of demolition to their houses, deteriorating law and order situation, rising unemployment and retrenchment of jobs etc, according to a statement released here on Saturday.
Jain said during his short span of three years in the Lok Sabha, he got labour sheds constructed at Labour Chowk and assured the workers that if he gets elected again, he would get a Mazdoor Bhawan built in Chandigarh which to be used by the poor at reasonable rate.

Nov 07 2010,Chandigarh: Satya Pal Jain, National In-Charge of the Legal and Legislative Cell of the BJP, today accused the present rulers of the country of completely ignoring the common man, the working class and the labourers, while framing pro-rich policies. He alleged that this divide between the rich and poor was increasing.
Jain addressed a rally of workers and labourers at Labour Chowk in Sector 45, Chandigarh, organised by the Construction Workers’ Labour Union on the occasion of Vishwa Karma Puja. Labourers and workers from different parts of the city participated in the rally.

Nov 02 2010, Chandigarh: Satyapal Jain, former BJP MP and member of the party's National Executive Committee, has sought amendments in the Anti-Defection Law for checking free movement of independent MLAs from one party to another.
Hinting at the existence of such MLAs in Haryana, Jain said the party would shortly come out with the names.
He was speaking at a press conference at the Press Club on Monday.
Sanjay Tandon and Harmohan Dhawan, the other two city Bharatiya Janata Party (BJP) leaders, were also present.
Jain said that the decision of declaring the 11 MLAs of Karnataka BJP ineligible who betrayed the party was right.
The matter is in the Karnataka High Court and from the party's side Satyapal Jain is fighting the case.
Jain said MLAs who were involved in anti-party activities should be banned from contesting elections for at least six years. He said such a law should also be implemented in the Municipal Corporation.
BJP opts for nationwide debate to amend Anti-Defection Law

November 02, 2010, Chandigarh: Former MP and in-charge of the BJP’s Legal Cell Satya Pal Jain on Monday said that his party would conduct seminars and workshops across the country, seeking appropriate amendments in the Anti-Defection Law to strengthen democracy in the country.
“After witnessing the political turmoil in Karnataka concerning the Anti-Defection Law, the BJP is ready to clamor for amendments in the Anti-Defection Law,” said the city’s former MP Satya Pal Jain on Monday.
Lashing out at the Congress and Janata Dal Secular (JD-S), he said that the Congress has misused the Government machinery in Karnataka to form the Government in the State but they failed in doing so and the BJP remains the ruling party.
“A conspiracy and serious attempt was made by the Congress to topple the BJP-led State Government in Karnataka,” he added.
Jain, counsel for the BJP Government in the case concerning MLA’s disqualification in Karnataka said, “BJP legal and legislative cell has decided to organise symposiums to talk about the Anti-Defection Law and urgent need to amend the law. The party will invite senior lawyers, Speakers, Deputy Speakers and Governors from various States. We also intend to call for an all party meeting to discuss the significant issue.”
Other experts will also be invited to form an opinion to strengthen and amend the current Anti-Defection Law. The party will also spread awareness about this in the general public.
Explicating about the immediate demands of the party, he said that the Anti-Defection Law should also be applicable to the elections of the civic body. Wherever, the elections of the Municipal Corporation or Municipal Council are held, the law should be applicable to the members to ensure impartiality in the system.
... He said, “Anti-Defection Law is not applicable to the independents and there is also a need to include the independent legislators under the law.”
Citing the example of Haryana Assembly where the decision of disqualification of five legislators is pending with the Speaker for over one year, Jain said, “The Law should also include the clause of time period given to the Speaker to decide on the disqualification of the legislators, who are found violating the law.
“A time-limit of about 3-4 weeks should be fixed for the Speaker to give his decision in the cases concerning the disqualification of legislators under the law,” he added. Jain further said the party also demands the disqualification of such legislators for about six years.
