Chandigarh August 16, 2010. Mr. Satya Pal Jain, Ex City MP and the National Incharge of Legal & Legislative Business Cell of the BJP has said that the Prime Minister’s address to the Nation on Independence Day from the Red Fort has been meaningless, disappointing and directionless.

Mr. Jain was addressing the gatherings in various parts of Chandigarh including Maloya, Mauli Jagran and Indira Colony, Mani Majra on the occasion of Independence Day Celebration on August 15, 2010 as Chief Guest.

Mr. Jain said that though 63 years ago India got Independence from Britishers, but today Indians have been enslaved under the slavery of price rise, unemployment, corruption etc. etc. He said that the Prime Minister in his speech did not elaborate as to how his govt. proposes to save people from the clutches of all these evils. He said that as per famous saying “Bhukhe Bhajan Na Hoye Gopola, Le Lo Apni Kanthi Mala”, it is very difficult to fully celebrate the independence day, by those who are not able to even feed themselves and their families because of escalating prices of essential commodities.

Mr. Jain said that it would have been better if the PM, instead of making false promises, postponing the solutions to the burning problems, had taken the Nation into confidence as to how he and his Govt. proposes to solve them. He said that his speech has once again shown that the present central Govt. is “insensitive” to the problems of common man.

High Court notice to Speaker, 5 MLAs

Chandigarh, August 11 : Acting on a petition filed by Haryana Janhit Congress president-cum-MLA Kuldeep Bishnoi seeking the disqualification of MLAs who have “defected” from his party, Justice Permod Kohli of the Punjab and Haryana High Court today issued a notice of motion for September 1 to the Haryana Vidhan Sabha Speaker.

... Counsel for the petitioner Satya Pal Jain, Dheeraj Jain and Davesh Moudgil said in the general elections to the Haryana Vidhan Sabha held in October 2009, six members were elected on the ticket of the Haryana Janhit Congress, a recognised political party in Haryana.

But in November 2009, the five members submitted applications to the Speaker saying the “legislators of the Haryana Janhit Congress have decided to merge the party with the Indian National Congress”. On the same day, the Speaker, without a notice to the HJC president, passed two orders accepting the alleged merger.

Satya Pal Jain said the Speaker’s orders, accepting the alleged merger, were unconstitutional because he did not give any opportunity of hearing to the HJC president before passing the orders. Even otherwise, the legislative wing of any party is not competent to take a decision on merger.

Jain said the legislative group was just a wing, and its resolution could not be called as original political party. He said the HJC never decided to merge and was still functioning as such in the Haryana Vidhan Sabha and Parliament.

चंडीगढ़, 11 अगस्त। पंजाब व हरियाणा हाईकोर्ट ने हरियाणा जनहित कांग्रेस से दलबदल करने वाले पांच विधायकों को अयोग्य घोषित करने की याचिका पर आज हरियाणा विधानसभा के अध्यक्ष को प्रथम सितंबर का नोटिस जारी कर दिया।

यह याचिका हरियाणा जनहित कांग्रेस के अध्यक्ष व विधायक कुलदीप बिश्नोई ने हाईकोर्ट में दायर की है।

... याची के वकील सत्यपाल जैन ने अदालत में दलील दी कि विधानसभा के चुनाव अक्तूबर 2009 में हुए थे। इसमें बिश्नोई और पांच विधायकों सहित छह विधायक हजकां (बीएल) के टिकट पर चुने गए थे। यह मान्यता प्राप्त पार्टी है।

Chandigarh: Senior BJP leader Satya Pal Jain who has recently made in-charge of the National Legal and Legislative Cell of the party called for an increase in the strength of judges in all courts of the country.

Jain said there are around 2.5 crore cases pending in different courts and these can be sorted out only if the strength of judges be increased.

Addressing a press conference on Tuesday, Jain said the party would extend support to the proposed Bill for increasing the retirement age of judges from 62 to 65 years.

... The BJP will constitute a legal cell in every court of the country to involve the legal fraternity and retired judges in activities of the party.

Jain also expressed dismay at the deteriorating law and order condition in the city. Taking the recent murder of a student in Sector 38 as an example, he said the police have not been able to identify the accused yet.

“Instead of identifying the culprit, police officials are indulging in character assassination of the girl. Incidents of chain snatching and theft are on the rise. Residents are scared of venturing out at night. It seems the city has no caretaker. Ministers from the Centre had made numerous promises during the elections. All these seem to have been forgotten,” he added. ...

चंडीगढ़, 3 अगस्त (नस)। नेहा अहलावत की निर्मम हत्या पर भारतीय जनता पार्टी के कानून एवं विधि संसदीय प्रकोष्ठï ने गहरा दुख व्यक्त किया है। प्रकोष्ठ के राष्ट्रीय प्रभारी सत्यपाल जैन ने कहा कि चंडीगढ़ के गृह सचिव जरा शहर में बढ़ रहे अपराध का भी जायजा लें। यहां आयोजित प्रेस वार्ता में सत्यपाल जैन और वरिष्ठ भाजपा नेता हरमोहन धवन ने कहा कि चंडीगढ़ पुलिस नेहा की हत्या के चार दिन बाद भी सबूतों से वंचित है। शहर में इतनी संगीन वारदात के बाद भी प्रशासन की ओर से या शहर के जिम्मेदार नेता पीडि़त परिवार की सुध तक लेने नहीं गए हैं। उन्होंने सीधे गृह सचिव पर निशाना साधते हुए कहा कि इस मामले को लेकर या शहर में कानून व्यस्था को लेकर अभी तक उनका कोई बयान नहीं आया है। चंडीगढ़ पुलिस हत्या की गुत्थी सुलझाने में लगी है, वहीं पीडि़त परिवार का यह भी कहना है कि मीडिया द्वारा ही उन्हें पता चल पाता है कि उनकी बेटी की हत्या का मामला ठंडा पड़ता जा रहा है। उन्होंने कहा कि पुलिस रसूकदार से मामले से पल्ला झाड़ती नजर आती है। उन्होंने दवेंद्र सिंह बबला बाबत पुलिस की कार्यवाही पर कहा कि यह राजनीतिक पक्षों के बीच का विवाद रहा, जिसमें नतीजा सामने है।

उन्होंने कहा कि भारतीय जनता पार्टी चंडीगढ़ प्रशासन से मांग करती है कि शहर की चरमरा चुकी कानून-व्यवस्था पर गहनता से विचार कर ठोस योजना बनाए। साथ ही गृह सचिव इस योजना की स्वयं समीक्षा करें।

Chandigarh, August 03, 2010: The BJP has decided to mobilise the services of retired judges for party activities, a senior party leader said on Tuesday. The BJP will set up legal cells in courts and involve retired judges in party activities, national convener of its legal cell and former MP Satya Pal Jain told reporters.

Hailing the Centre's proposed move to raise the retirement age of judges from 62 to 65, he said it was a welcome development.

However, he said to reduce the huge pendency of cases in courts across the country, the number of judges needs to be raised by one and a half times their current strength.

Jain said the Prime Minister should convene a meeting of Chief Ministers of Punjab, Haryana and Jammu and Kashmir to amicably resolve long pending issues, including sharing of river waters and industrial packages to hill states.

मृतक लड़की पर लांछन लगाने में जुटी है पुलिस

चंडीगढ़. आखिर कौन है चंडीगढ़ का वाली वारिस। कौन है यहां के हुकुमरान। किसका राज है यहां। महिलाओं को सुबह व शाम को सैर करते हुए चैन स्नेचिंग का डर सताता है। बुजुर्ग आए दिन हो रहे मर्डर की वजह से दिनभर घर में सहमे रहते हैं।

केंद्र सरकार, गृह मंत्रालय कोई जिम्मेवारी लेने को तैयार नहीं। स्थानीय सांसद भी पुलिस को पत्र लिखकर पल्ला झाड़ रहे हैं। कुछ दिन पहले 29 जुलाई को सेक्टर 38 की होनहार लड़की का कत्ल कर दिया गया।

पुलिस इस नौजवान लड़की के हत्यारों का पता लगाकर उन्हें गिरफ्तार करने की बजाए लड़की के चरित्र पर ही लांछन लगाने में व्यस्त है। चंडीगढ़ प्रेस क्लब, सेक्टर 27 में आयोजित प्रेस कांफ्रेंस में पूर्व सांसद व भाजपा के राष्ट्रीय कानूनी सैल के संयोजक सत्यपाल जैन ने यह बात कही।

उन्होंने बताया कि सोमवार की शाम को वह मृतक लड़की के घर जाकर उसके परिवार सदस्यों से मिले थे। मृतका की मां सहित अन्य परिवार सदस्य भी पुलिस की इस थ्योरी से आहत हैं। सत्यपाल जैन ने शहर में बढ़ती हत्याओं, स्नेचिंग व चोरी के मामलों पर चिंता जाहिर की। ...

... सत्यपाल जैन ने हाईकोर्ट जजों की रिटायरमेंट ऐज 62 साल से बढ़ाकर 65 साल पूरा करने का समर्थन करते हुए जजों की स्ट्रेंथ बढ़ाने पर भी जोर दिया। उन्होंेने कहा कि देश की विभिन्न कोर्ट में ढाई करोड़ से ज्यादा केस पेंडिंग पड़े है। ...

सत्यपाल जैन ने रिटायर जजों को बोर्ड, कारपोरेशन या किसी कमिशन का सदस्य नियुक्त किए जाने पर भी रोक लगाने की मांग की। जैन ने पेंडिंग अंतर राज्यीय विवादों को निपटाने के लिए प्रधानमंत्री से मुख्यमंत्रियों की मीटिंग बुलाने की मांग की।

हिमाचल प्रदेश औद्योगिक पैकेज मांग रहा है जबकि पंजाब और हरियाणा इसका विरोध कर रहे हैं। पंजाब और हिमाचल प्रदेश पानी पर रॉयल्टी मांग रहा है जबकि हरियाणा विरोध कर रहा है। सत्यपाल जैन ने कहा कि अगर इन विवादों का निपटारा न किया गया तो स्थिति अनियंत्रित हो सकती है।

इसके साथ ही उन्होंने धन लेकर संसदीय कार्य या वोट डालने वाले सांसदों व विधायकों के भविष्य में हर तरह का चुनाव लड़ने के लिए अयोग्य घोषित किए जाने का कानून या एक्ट बनाने की मांग की। इस तरह के सख्त कानून बनने से भ्रष्टाचार रोकने में मदद मिलेगी।

उन्होंने कहा कि पार्टी के राष्ट्रीय लीगल सैल के पदाधिकारियों की घोषणा जल्द ही कर दी जाएगी। उन्होंने कहा कि जिस जिले, शहर में कोर्ट हैं, वहां हर जगह सैल की इकाईयों का गठन किया जाएगा। रिटायर्ड जजों को भी पार्टी की गतिविधियों से जोड़ा जाएगा।

पूर्व सांसद सतपाल जैन ने आज मृतका नेहा के परिजनों से उनके आवास पर मुलाकात की। जैन ने शहर में बढ़ रहे अपराध पर चिंता व्यक्त करते हुए कहा कि शहर में कई संगीन वारदातें हो चुकी हैं, लेकिन पुलिस सुरक्षा प्रबंधों की सुध नहीं ले रही है। उन्होंने पुलिस को युवती नेहा की हत्या के तीन बाद भी हत्यारोपी का कोई सुराग न मिलने चिंता व्यक्त की। साथ ही पीडि़त परिवार के प्रति अपनी संवेदना प्रकट की।
