CM hints at direct election

Chief Minister PK Dhumal said the government would consider holding of direct election for the posts of vice-president of municipal corporation, municipal committee, nagar panchayats and other local bodies with a view to ensuring more transparency in the election process at the grassroot level.

BJP asks PM to call meeting of CMs of northern states

Shimla, Dec 28 (PTI) BJP today said the Centre should convene a meeting of Chief Ministers of northern states to solve several pending issues among them.
"The PM should convene a meeting of chief ministers of Himachal Pradesh, Punjab, Haryana, Rajasthan, Uttarakhand and Chandigarh to take up matters of inter-state disputes among them," BJP leader Satyapal Jain and party convener for Himachal Pradesh told reporters here.
"Due to non-implementation of several provisions of the state reorganisation Act 1946, disputes have risen in these states and HP has not got its due share because of this," he said. ...

Dhumal meets new BJP chief

Shimla, December 25: Chief minister P.K. Dhumal called on the new national BJP chief Nitin Gadkari at New Delhi today to apprise him of the political and economic situation in the state.
Dhumal apprised the party chief about the steps initiated by his government for the welfare of employees, youth, women, students and other weaker sections of society. He also outlined various ambitious projects that were underway in the hill state.
The chief minister was accompanied by MP from Hamirpur, Anurag Thakur, and Satya Pal Jain, in charge of BJP affairs, in Himachal.

BJP to take action against rebels
Shimla, December 18: Perturbed over cross voting by two of its councillors in the election of the Mayor of the local Municipal Corporation, the BJP will take action against the guilty once the inquiry is over.
Addressing a press conference here today, in charge of BJP affairs in Himachal, Satya Pal Jain said the party was concerned over the matter and an inquiry was already on into the incident. “Being a secret ballot, it is very difficult to ascertain as to who cross votes but even then the matter is being probed into,” he said.
In reply to a query if any action was initiated with regard to the Jawali debacle, he said no complaint had been received by the party so far.
“Allegations of anti-party activities against Rakesh Pathania cannot be looked into as he is an Independent MLA even though he has been supporting the BJP,” he said.
Jain said the process of organisational elections in the state was on and this time the membership had gone up from 3.20 lakh to 3.70 lakh.
He dismissed reports that any names for the post of state party chief had been discussed. “The issue will be decided through consensus once the elections to the district bodies are complete,” he said.
Jain said this year, on the occasion of completion of two years by the BJP regime in the state, instead of holding one big rally, functions will be held at all district headquarters and later at the mandal level.

Shimla: Satya Pal Jain, former MP and Bharatiya Janata Party’s Himachal affairs in-charge, said the next state president of the party would be elected through consensus. He hinted that present chief Khimi Ram could be the most acceptable choice of senior leaders.
At a press conference on Friday, Jain said the process for organisational elections was already under way and the membership drive started by the party had ended with 3.7 lakh new members. The first phase of electing mandal heads will be completed by the end of this month, while district presidents will be elected in January. Jain said the election of the state party chief would not be held before a new party president—a replacement to Rajnath Singh—was in place. The BJP leader denied that there was any clash of interests on choosing the next state president, adding that the party’s core group meeting at Dharamshala had not deliberated on any name till now. “There is no question of any minister or MLA being tipped for the post,” he said. “The new president will be elected after full consultations with senior leaders,” added Jain.

Jain accuses Centre of mishandling Telengana issue

Shimla, Dec 18 : Mr Satyapal Jain, incharge of BJP affairs in Himachal Pradesh, today accused the UPA Government of mishandling the issue of ‘Telengana state'.
Speaking to the media here, he said the BJP stood for smaller states and supported the cause of Telengana statehood.
Under the NDA government, it was the statesmanship of then Prime Minister A B Vajpayee to create the states of Uttrakhand, Chattisgarh and Jharkhand without much fuss. On the other hand the UPA government had allowed the Telengana issue to drift and caused a rift within a state, he added.
He said the government should not backtrack from its commitments made to the people on the Telengana issue.
Speaking about organisational elections in Himachal, Mr Jain disclosed that the membership drive had so far registered 3.70 lakh members, which was more than the 3.20 lakh members registered three yeard ago.
The party hold a membership campaign after every 3 years when all existing and new members have to register themselves with the party, he said. Only after completion of the membership drive, assembly level ‘mandal’ elections would be held, which would be followed by election of district presidents and state party president.
About cross voting in the Shimla municipal corporation elections, Mr Jain said that efforts were being made to find out the BJP members who had not voted for the party candidate and action would be taken against them.

Shimla: BJP in the midst of its party membership drive in Himachal today reported a substantial increase in numbers and said that organisational elections culminating in election of state party president and national president would only be held after completion of lower level party functionary elections.
Speaking to the media here Satyapal Jain, party incharge for Himachal said that the membership drive had so far registered 3.70 lakh members, which was more than the 3.20 lakh members that were registered three year ago.

On completion of 2 years in office falling on 30th December, Jain said that instead of one large function like last time that was presided over by LK Advani, the party this time around would hold smaller functions at district headquarters. A minister and a party worker would preside over these functions. Later functions would held at constituency levels, he said.
Telengana Divide UPA’s Incompetence
Terming it as ‘incompetence of the UPA government’, BJP here today came down harshly over mishandling the creation of a separate ‘Telengana’ state.

Hope the government does not backtrack on the Telengana issue and let down on the commitments made to the people, he added.

Khimi to continue as state BJP chief

Dharamsala, December 13: Present acting state president of the BJP Khimi Ram would continue till at least February next year. He can even be considered for being the permanent president of the party after organisational elections are completed in the state.
This was stated by Satpal Jain, in charge of the party affairs for Himachal, while talking to The Tribune, when contacted on phone.
Setting at rest all speculations regarding the decision for the next state party president that was fuelled by the meeting of the core group of the BJP that was held at Dharamsala last night, Satpal Jain said the issue of state president of the party was not discussed at the meeting. There was no question regarding the consideration of names of two Cabinet ministers, including JP Nadda and Rajiv Bindal, for the state presidentship of the party.
He said the core group meeting, that was also attended by Chief Minister Prem Kumar Dhumal and national party vice-president Shanta Kumar, was a routine meeting. It was to discuss the party election that was being held at booth and mandal-levels in the state.
... Satpal Jain said the main decision that was taken at the meeting was to draw a strategy for organising a function to commemorate completion of two years of the state government in December end.
... When asked about the decision regarding electing the state president unanimously, Jain said all office-bearers at the district and state-level were likely to be appointed unanimously.

Bishnoi seeks disqualification of 5 MLAs

Chandigarh, December 9: Haryana Janhit Congress supremo and MLA Kuldeep Bishnoi is in no mood to relent. A week after he sought to know the fate of his five MLAs from Haryana Vidhan Sabha Speaker Harmohinder Singh Chatha, for which a response is still awaited, Bishnoi today demanded their disqualification from the assembly.
Accompanied by his lawyer, Satya Pal Jain, Bishnoi filed five separate petitions seeking disqualification of all MLAs, who had left the HJC and "merged" with the Congress on November 10 as was "pronounced" by the Speaker. ...
... Maintaining that the move of his MLAs was "unconstitutional" and "in violation" of the Anti-Defection Law, Bishnoi, supported by Jain, said there was no provision in the Anti-Defection Act that allowed an MLA to contest on one party ticket and join another party soon afterwards.

The Speaker, in allowing the merger, only acted in his administrative capacity. Let's see what he does with our appeals before we decide to proceed further. He said the action of the MLAs was not a case of merger but a case of defecting from one party to another. "Therefore as per the Anti-Defection Law, all these five MLAs are liable to be disqualified from the membership of the house," he held.

CHANDIGARH: Haryana Janhit Congress chief and MLA Kuldeep Bishnoi on Wednesday filed five separate petitions before the Vidhan Sabha Speaker seeking disqualification of five HJC MLAs -- who had “defected to the Congress” on November 10 -- from the membership of the Assembly under the 10th Schedule of the Constitution, popularly known as the anti-defection law.
Accompanied by his lawyers Satya Pal Jain, Dheeraj Jain and Davesh Moudgil, Mr. Bishnoi reached the office of the Speaker at 10 a.m. Since the Speaker was not present in his office, Mr. Bishnoi talked to him on phone and under his instructions the petitions were received by his personal secretary.
Talking to the media outside the office of the Speaker, Mr. Satya Pal Jain said that the five MLAs -- Sat Pal Sangwan, Narinder Singh, Zile Ram Sharma, Vinod Bhayana and Dharam Singh -- were elected to the Assembly on the ticket and symbol of the HJC. ...

Bishnoi seeks disqualification of five MLAs

Chandigarh, Dec 9: Describing it as "unconstitutional and illegal" and "in violation" of the Anti-Defection Law, Haryana Janhit Congress supremo Kuldeep Bishnoi today sought disqualification of five party MLAs, who had joined the Congress from state assembly.
He also challenged the Speaker's decision on the members.
Bishnoi represented by his lawyer Satyapal Jain, filed five separate petitions before Haryana Vidhan Sabha Speaker Harmohinder Singh Chatha here seeking disqualification of the five MLA's from the state assembly for allegedly violating the 10th schedule of the Constitution pertaining to Anti-Defection Law.
However, the Speaker was out of station and therefore, his secretary accepted petitions filed by Bishnoi.

Chandigarh, Dec 9: Haryana Janhit Congress (HJC) president Kuldip Bishnoi Wednesday sought that five legislators who ‘defected’ from his party and joined the ruling Congress should be disqualified and thereby unseated from the state assembly.
Bishnoi submitted petitions to Speaker Harmohinder Singh Chatha at the Haryana assembly here. Since Chatha was not in his office, Bishnoi spoke to him on phone and was told to leave the petitions with the speaker’s office here.
Bishnoi was accompanied by former Chandigarh MP and senior Bharatiya Janata Party (BJP) leader Satya Pal Jain, who is also a lawyer.
Bishnoi sought disqualification of the five legislators on the ground that their defection from the HJC was in violation of the provisions of the Anti-Defection Act. ...
