Old party horses look for young blood

The Indian Express
Chandigarh Chandigarh may traditionally be known as a "city of the retired" but this perception seems all set to change.
The electoral rolls of the city prove that there are around one lakh first-time voters this year. Considering that the total number of voters in the city is 4.83 lakh, this populace forms a substantial part.
Further, around 60 percent of the voters fall in the age group of 18 to 40 years while men outnumber women. Also, voters in colonies and villages are more than the urban voter.
... BJP candidate Satya Pal Jain said: "Our's is the only party where the youth have a chance to prosper. In the Congress, only the children of leaders are encouraged to join the ranks. The Yuva Morcha is involving the youth at every polling booth. We have also raised the demand of a Public Service Commission as well as Services Selection Board for the city." ...

Chandigarh: The Scheduled Candidate (SC) wing of the Bharatiya Janata Party, Chandigarh, organised a Grand Dalit Rally on Sunday with a massive public congregation at the Googa Marhi Temple in Dadu Majra Colony। The problems of Dalits and the failures of the Congress-led UPA government were highlighted during the rally।
BJP candidate from the city Satya Pal Jain charged the Congress of "mercilessly exploiting the Dalits for over 50 years"।
"The Congress has always used them as a vote-bank during elections and then conveniently forgotten about them after coming to power। This is the main reason why Dalits remain a marginalised community even today," alleged Jain. He asserted that instead of new schools in Dalit colonies, liquor shops have been opened at every nook and corner.
He also alleged that Dalit dwellings are being repeatedly demolished and their residents being rendered homeless. President of the state unit of the party Kamla Sharma said, "As the Dalit families are not being issued SC/ST certificates, their children cannot even avail of proper education, let alone jobs. Satya Pal Jain will take up the problems being faced by the Dalit community after coming to power."

BJP slams plan to adopt Delhi finance panel norms in UT

The Times of India
CHANDIGARH: Former member of Parliament and senior BJP leader, Satya Pal Jain, on Friday strongly criticized the proposal of Congress to implement recommendations of Delhi Finance Commission in UT. ...
Alleging that the Congress-backed UT administration and municipal corporation were planning to levy many new taxes on city residents, he said this is a typical Congress behaviour to promote anti-people policies. Recommendations of the Delhi Finance Commission include levying new taxes and hiking existing ones, making it almost an annual norm. If implemented, average Chandigarh residents will have to pay more than half his annual income as taxes, he observed.
Jain said it is highly deplorable that small traders will have to pay income tax and property tax on his shop and his house as also service tax, inflated water and electricity bills, high parking charges and many other new taxes. The common man will lose his shirt, paying for additional infrastructure, construction of flyovers, repair of roads, city development funds and many other expenses, he said.
In the current scenario, the average man is apprehensive of losing his job due to recession, fighting high costs and inflation and looking to the government to provide some relief. On the contrary, the Congress regime is planning to add more tax burden to the already out-of-control home budgets and push the suffering population to desperate limits....

Sixth Pay Commission recommendations in the state without any further delay.

In a letter to Badal, Jain has said that Punjab as well as UT employees were anxiously waiting for the acceptance of these recommendations before the model code of conduct for polls comes to force.

Once the Punjab government issues a notification accepting the recommendations, it will benefit UT employees too, as Chandigarh is governed by Punjab rules.

A delegation of UT Employees Coordination Committee and Vikas Welfare Association met Jain here on Wednesday.

The employee association representatives informed Jain that recommendations of the Punjab Fifth Pay Commission are yet to be implemented and also that the UT employees have not been provided with bonus as yet.

The representatives requested Jain to urge Badal to act upon the recommendations.

Endorsing the demands, Satya Pal Jain has forwarded employees’ request to the Punjab CM to fastrack the implementation process.

Own house in UT? Get ready to pay tax

The Times of India
CHANDIGARH: The contentious issue of imposing property tax on residential accommodation as well has been brought alive by the Third Finance Commission recommendations. Sources said the proposal has been accepted in principle and put up for implementation by the finance department, along with other suggestions. ...
... The first commission had mentioned that apart from raising revenue, the scope for resource augmentation through non-tax sources, such as revision of water charges, needed to be explored. Taking exception to the move, BJP leader Satya Pal Jain said his party will oppose it tooth and nail and the Centre should clarify its stand on the issue. Echoing his view, Chandigarh Citizens? Budget didn't go far, feel people

The Times of India
CHANDIGARH: Government budgets that gain everybody's approval are rare. The outgoing UPA government's interim budget presented on Monday' limited in its scope as the regime's remaining tenure' had heavier odds stacked against it. Besides, it did not offer anything specific to UT Chandigarh.
There was a feeling that the final budgetary allocation for Chandigarh was a disappointment as it got a measly Rs 30 crore against the demand of Rs 600 crore. UT finance secretary Sanjay Kumar said the administration was optimistic that the final budget would make up for Chandigarh's loss.
"Industry was expecting targeted sector-specific tax incentives to kickstart segments such as housing, steel, cement, consumer durables and passenger cars etc, which have high output and employment intensities. The fiscal deficit is also too high and may result in credit squeeze for trade and industry," said president of Punjab, Haryana and Delhi Chamber of Commerce Satish Bargodia. ...
... The defence community was upbeat as the interim budget increased the allocation for forces by 31%. Air Marshal (retd) Randhir Singh said that increased budget should be spent on inducting advanced equipment in the forces. Expectedly, the BJP was critical. Its candidate for Chandigarh parliamentary constituency Satya Pal Jain said the budget was directionless. ...

City ignored in railway budget: Jain

The Times of India
CHANDIGARH: Chandigarh unit of BJP organized a meeting of its samiti presidents and booth-level workers on Sunday at its office in Sector 33-A. The unit's president, Kamla Sharma, chaired the programme. All state-level office bearers participated in it.
BJP's candidate for parliamentary polls Satya Pal Jain appealed to all party workers that they should think of the elections as a time to highlight the anti-people policies of the Congress.
He said there had been no development in the city during the last five years when Congress ruled. He stated that Congress members here had been busy in fighting each other and UT administration officials all the time. Jain added if elected MP, he would not say that administration officials were not listening to him.
He said no provision for the city had been made in the recent railway budget even though the Chandigarh MP was a minister.
BJP's national secretary Kiran Ghai also addressed party workers and appealed to them to work day and night for the coming elections for Jain victory...

We will start Metro Rail services in the region: Jain

The Indian Express
Chandigarh The Bharatiya Janata Party (BJP) organised a meeting of its workers at the party office here on Sunday to outline the issues to be taken up during the forthcoming Lok Sabha elections.
BJP candidate from the city, Satya Pal Jain, while addressing party workers said the leaders of the Congress and their ministers hold "conflicting" views on all issues. Jain pointed out that while Congress leaders are crying foul over the functioning of UT Administrator General S F Rodrigues (Retd), their central leadership is not taking any decisive action.
"When voted to power, the BJP will start an Inter-State Development Council to focus on the development of the region along with the city. The rail budget presented this year had nothing to offer for the city. We will start Metro Rail services in the region," said Jain while promising to start a daily Shatabdi to-and-from Amritsar, if voted to power.
"The city is reeling under traffic chaos. We will get flyovers constructed. Multi-storey parking lots as well as underground parking will be constructed," he added.
Jain also advocated the institution of a Public Service Commission and Service Selection Board in the city to ensure employment for the youth.
