Located near the picturesque foothills of Shivaliks, Chandigarh is known as one of the best experiments in urban planning and modern architecture of 20th century India. Since its creation, the city has been under the direct control of the central government.
Over a period of time, it has been felt that UT should have a state council with powers of controlling the budgetary and financial allocations and that the present system of governance in the union territories is not satisfactory. On the occasion of 59th Republic Day, talked to people from various quarters on the issue and tried to find out what more could be done to improve the city's governance.
BJP leader and former MP Satya Pal Jain, said, "There is absolutely no public involvement in the decision-making process. Local politicians are not made part of the governance and not asked while taking important decisions, which affects the welfare of people here. Moreover, politicians are not included in the UT advisory councils with the officials of the administration. The issue whether Chandigarh should have legislative assembly or not should be seriously debated."

BJP honours new panches

25 Jan 2009, CHANDIGARH: Bharatiya Janata Party's regional unit leader Satya Pal Jain honoured five recently-elected sarpanches and 72 panches through presenting them with shawls at a function in an Industrial Area hotel on Saturday.
   The panches hailed from 13 villages. Punjab cooperation minister Capt Kanwaljit Singh and Morinda MLA Ujagar Singh Badali were also present on the occasion.
   Capt Kanwaljit Singh said the state's BJP-SAD government was giving Rs 1.5 crore per acre as compensation to farmers whose land had been acquired.

चंडीगढ़ के किसानों को पंजाब से अधिक मुआवजा दिलाएंगे

Jan 24, चंडीगढ- पंजाब के सहकारिता मंत्री कैप्टन कंवलजीत सिंह ने शनिवार को यहां चंडीगढ़ के पंच-सरपंचों से कहा कि इस बार वे लोकसभा चुनावों में शहर से भाजपा प्रत्याशी सत्यपाल जैन को जिताएं तो यहां के किसानों को पंजाब से अधिक जमीन का मुआवजा मिलेगा।
   कै.कंवलजीत आज यहां भाजपा द्वारा आयोजित सरपंचों के सम्मान समारोह में बोल रहे थे।
   बकौल कै. कंवलजीत सिंह प्रदेश में सरकार किसानों को जमीन का मुआवजा डेढ़ करोड़ रुपये प्रति एकड़ दे रही है, जबकि चंडीगढ़ में कांग्रेस का सांसद व केंद्रीय मंत्री के होते यहां के किसानों को मुआवजा न के बराबर मिल रहा है।
   इस अवसर पर चंडीगढ़ से भाजपा प्रत्याशी सत्यपाल जैन ने कहा कि जिस व्यक्ति को यहां की जनता ने 15 साल का समय दिया हो और वह आज भी वायदे ही कर रहा हो और काम कोई ना करता हो वह जनता से वोट मांगने का हक खो चुका है।
   यदि मुझे जनता ने मौका दिया तो हम दिखा देंगे अधिकारियों से कैसे काम लिए जाते हैं। उन्होंने 13 गांवों के चुने 5 सरपंचों व 72 पंचों को शाल भेंट कर सम्मानित किया और सभी सरपंचों ने जैन को भरोसा दिलाया कि चुनाव में पार्टी का प्रचार कर उन्हें विजयश्री दिलाएंगे। समारोह को पार्टी अध्यक्ष कमला शर्मा ने भी संबोधित किया।

Chandigarh: BJP's candidate for the upcoming Lok Sabha elections, Satya Pal Jain, returned to the city on Tuesday. A large number of supporters welcomed him at the railway station and loaded him with garlands. A procession was also taken out on the occasion, which passed through Colony Number 4, Sectors 29, 30, 20, Sector 21 and culminated at the BJP office in Sector 33.
   Addressing the gathering, Jain stated that the city had not seen much development in the last five years of the Congress rule. "Give me 100 days and I will give you five years. The people of the city want a change. When the BJP comes to power, the participation of the people in the decision-making process would increase. All the city's problems - increasing traffic, pollution and lack of housing will be tackled," said Jain. Jan 20, 2009,Chandigarh: The Bharatiya Janata Party (BJP) has named former parliamentarian Satya Pal Jain as its candidate for the Lok Sabha seat from the city. The decision was taken on Monday by the party high command in Delhi.
   With the candidature of Union Minister of State for Finance Pawan Kumar Bansal from the Congress and Harmohan Dhawan from the Bahujan Samaj Party almost certain, the three would be contesting against each other for the fifth time after their earlier face-offs in 1991, 1996, 1998 and 2004.
   While Jain and Bansal have won the elections in their past contests, Dhawan was elected from the city in 1989, the years in which both Jain and Bansal did not contest the elections. An elated Jain said the "party workers would be united" in contesting the elections. ...

   According to press statement issued on Monday, Yash Pal Mahajan, former President of BJP Chandigarh and the party's election In-charge of the Chandigarh Parliamentary Constituency said that the central leadership of BJP has fielded. He said that Jain will arrive in the city on Tuesday morning by Shatabadi at the Railway Station Chandigarh where thousands of BJP workers will warmly receive him.

Chandigarh: The Bharatiya Janata Party (BJP) Chandigarh has decided to field former parliamentarian Satya Pal Jain from Chandigarh Constituency in coming Lok Sabha -2009 on Monday.
   It is to mention that Jain has represented this constituency in 1996 and 1998 on BJP ticket from Chandigarh before his defeat in 1981.
   Advocate by profession, Satya Pal Jain practice in Punjab and Haryana High Court Chandigarh.
   With clearance from Party High Command on Jain candidature, BJP has taken a lead in Lok Sabha Elections whereas other parties are still not clear, although Pawan Kumar Bansal for Congress Party and Harmohan Dhawan from the Bahujan Samaj Party will be likely in city beautiful poll fray.
