High Court blow to Virbhadra: MLAs as secys are out

In a significant ruling, the Himachal Pradesh High Court today quashed the appointment of 12 chief parliamentary secretaries and parliamentary secretaries. Declaring the appointments illegal and unconstitutional, the court said their continuance in office was impermissible under the law. ...

Appointment of HP Chief Parliamentary Secys quashed

Shimla, August 18: In a landmark judgment which will have far-reaching political implications across the country, the Himachal Pradesh High Court today quashed the appointment of eight Chief Parliamentary Secretaries and four Parliamentary Secretaries with immediate effect and ruled that the Chief Minister, Mr Virbhadra Singh, had no powers to make such appointments. The court also directed the Chief Secretary to see to it that the order was implemented forthwith. ...

Mr Sat Pal Jain, national convener of the BJP legal cell who appeared for the petitioner, said the government should not only implement the order, but also recover the expenses incurred from the state exchequer from the illegal appointees while they were in office or the Chief Minister who appointed them.

SHIMLA, AUGUST 18: In a significant ruling, the Himachal Pradesh High Court today quashed the appointment of 12 chief parliamentary secretaries and parliamentary secretaries. Declaring the appointments illegal and unconstitutional, the court said their continuance in office was impermissible under the law.
The 12 secretaries resigned from their office soon afterwards and also returned their official cars. ...

Compensate drowned victim's family: Jain to Admin

Chandigarh, August 7: FORMER Member of Parliament Satya Pal Jain, has blamed the UT Administration and Municipal Corporation for criminal negligence owing to which two residents of the city lost their lives by drowning in water -logged nullahs and trenches that have pockmarked the city.
He was talking of the untimely death of Pawan Kumar, a class IX student from Burail village, who drowned in water nullah on August 3 and Rajinder Singh (35), a resident of Sector-47 who also died by drowning in a nullah in Burail on the night of August 4. ...

BJP legal cell condemns UPA govt

Ludhiana, August 7: THE Legal Cell of Bhartiya Janta Party (BJP) has condemned the Congress led UPA government and the state governments under Congress rule for dishonouring 91st amendment to the Indian constitution which lays down the rule that the number of ministers in the cabinet should not be more than 15 per cent of the total strength of the house.
At a meeting of the office bearers of the legal cell of the party, Satpal Jain, former Member Parliament (M.P) from Chandigarh and the national convenor of BJP legal cell, said the Congress governments had disrespected the constitution by appointing MLAs as parliamentary secretaries and heads of various boards and corporations.
