Parliamentary Secretaries' case: notice to Punjab

Chandigarh, September 15: The Punjab and Haryana High Court today issued notice of motion for October 27 on the petition filed by Mr Anter Singh Brar, a BJP leader, seeking directions to the Punjab Government to remove Parliamentary Secretaries.
Taking up the petition, the Division Bench comprising Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta also issued notice to the Punjab Chief Minister and the Parliamentary Secretaries.
The Bench also took on record the recent judgement of the Himachal Pradesh High Court, quashing the appointment of the Parliamentary Secretaries.
During hearing, Senior Advocate Satya Pal Jain, counsel for the petitioner, stated that the appointment of Parliamentary Secretaries a drain on the exchequer and was illegal as no such post existed under the Constitution. He said though the 91st amendment to the Constitution restricted the number of ministers in Punjab to not more than 18, the Chief Minister, because of political reasons, appointed 12 MLAs as Parliamentary Secretaries all of whom have been given rank of Deputy Minister. This way, crores of rupees were being wasted, Mr Jain asserted.
He also maintained that there was no legal sanction to the post. Mr Jain also quoted the Himachal Pradesh High Court judgement in the matter.
Hearing will now resume on October 27.

Former MP slams Rahul for not giving an ear to local delegations

Chandigarh, September 15: FORMER MP Satya Pal Jain today criticised Congress MP Rahul Gandhi, who recently visited the city as a member of the Parliamentary Standing Committee on Home Affairs, for not meeting the leaders of local political units and various delegations.
Addressing a press conference in the city today, Jain said Rahul Gandhi had come here on an official visit as a member of the committee and he should have met the delegations and heard their problems.

Appointment Of CPSs, PSs In Punjab Challenged In HC

14 September, 2005: The appointment and continuance of three chief parliamentary secretaries and nine parliamentary secretaries in Punjab has been challenged in the Punjab and Haryana High Court as a follow-up to the quashing of similar appointments in neighbouring Himachal Pradesh by the Shimla-based High Court recently.
A public interest litigation (PIL) petition in this regard filed by advocate Antar Singh Brar a member of the legal cell of the Bharatiya Janata Party, came up for consideration before the division bench of Chief Justice D K Jain and Justice Hemant Gupta.
The bench directed Satya Pal Jain the counsel for the petitioner to place a copy of the order passed by the division bench of the Himachal Pradesh High Court vide which the appointment of 12 parliamentary secretaries in Himachal was quashed....

BJP may move HC on recovery of dues from CPSs and PSs

SHIMLA, SEPTEMBER 3: The Himachal Pradesh BJP today threatened to move the HP High Court for recovery of "financial expenditure" incurred upon Chief Parliamentary Secretaries (CPSs) and Parliamentary Secretaries (PSs) during their tenure by the state Government.
"We are planning to file a petition in the court against the CPSs and PSs for recovery of expenditure unless they deposit it themselves in another two or three days," national convenor of the BJP legal cell Satpal Jain said while addressing a press conference here. ...
