No slowing down for this leader

30 Apr 2004, CHANDIGARH: At 51, BJP's Satya Pal Jain shows no signs of slowing down.
He has just addressed a poll meeting at Sector 40 and is rushing to another programme at Sector 52. At 11 pm on Wednesday night, Jain is at his 17th poll function of the day, but shows amazing energy levels.
There is no time to waste; it is poll season. For an MP, high energy level is a must, Jain says. He unwittingly explains it at the poll meeting. "Chandigarh MP is equal to a Chief Minister. He has all the means to get things done," he tells the voters.
The message is that the sitting MP has not used his energies for the city's benefit.
Jain begins his speech by thanking Punjabi silver screen comedian Meher Mittal, who has accompanied him. For the first few minutes, Jain stands aside to allow the people to enjoy the gibes Mittal takes at BJP's rivals in his own inimitable style.
Then begins the real poll talk. After appealing in the name of development and Vajpayee, Jain talks about the local issues of irregular water supply and development of parks.
Finally, he takes a swipe at Sonia's foreign origin. "We accord respect to the country's bahu. But that does not mean a person from Italy could take Indian citizenship after 15 years and aspire to rule the country," he says.
There ends his public meeting. Now, Jain takes time to share a glass of fruit juice with residents and at midnight, he is off home in Sector 15C in his favourite Ambassador. When TNN catches up with Jain again, it is 5.30 am on Thursday at his residence. An early riser, Jain is ready in his sparkling white kurta-pyjama.
He has two pens in his kurta pocket - a blue ink pen and another green. He explains: "I developed this habit after becoming a Lok Sabha member in 1996. Green ink is for LS members and Red is for Rajya Sabha members. I still continue to use green ink."
Jain is ready to go to the first programme at 6 am - a padyatra at Raipur Kalan village. A folder with the day's schedule is handed over to him and it contains a long list of 16 campaign programmes, apart from a bhog for social activist Ramesh Chandolia at Dadu Majra and eight weddings. All jam-packed within the available 18 hours.
His first stop is at the party's city unit president Yash Pal Mahajan's residence for a quick recap and plan for the day with senior workers, before he hits the road.
Once in Raipur Kalan, Jain accepts garlands from the villagers, including a sizable number of Sikhs. He wastes no time to go around the village seeking support. Most villagers are taken by surprise at this early hour intrusion. They still reciprocate his greetings with a smile.
After accepting a glass of milk offered by the villagers, Jain jumps back into his car to his next stop at Sector 27 market. A man with an eye for detail, he looks out of the car window along the way to check for any indications of the poll winds. "For the first time, the BJP has made inroads into the villages," he says pointing at the posters on walls and the BJP flags fluttering from housetops.

UT seat free from criminalisation of politics

29 Apr 2004, CHANDIGARH: Believe it or not, all the 17 candidates in the fray for the Chandigarh Lok Sabha seat have no criminal background. While the disease called criminalisation of politics afflicts the whole country, Chandigarh seems to stand out as an island of peaceful people, so to say. ...
... Just like Dhawan, the other two main contenders for the seat - BJP's Satya Pal Jain and Congress' Pawan Kumar Bansal - have no criminal case pending against them.

No house outside 'lal dora' will be demolished: Jain

Chandigarh, April 28: "Not even a single dwelling unit constructed outside the 'lal dora' will be allowed to be demolished in the city" said Mr Satya Pal Jain, BJP candidate in the forthcoming parliamentary elections, while addressing a rally at Darua village here today.
Mr Jain said, "all houses constructed outside the 'lal dora' at all villages around the city will be provided with all basic amenities.
Mr Jain undertook a padyatra in the village before addressing a gathering. He said the BJP had opposed the demolition of houses outside the 'lal dora' by the Administration.
Mr Jain also undertook padyatras in Sectors 28, 35, 20 (Market) and 52 (Nehru Colony). In addition, he addressed government employees of the Central Administrative Tribunal and gatherings at Shastri Market, Sector 22, scooter market, Sector 43, Sector 37, Vikas Nagar and Mauli Jagran. Mrs Shashi Bala Jain, wife of Mr Jain, was warmly welcomed in colony No.5. She addressed meetings of Mahila Morcha at Sector 25, Mani Majra and Modern Housing Complex.

Jain promises dental college for city

Chandigarh, April 27: Mr Satya Pal Jain, BJP candidate for the parliamentary elections, addressing a rally here today, said the city would have a dental college if he was voted to power. He said he had completed the preliminary discussions with Mrs Sushma Swaraj, Union Minister for Health, in this regard and received a positive response.
He said the quota of seats would be doubled in Government Medical College and Hospital. He alleged that although the Central Government had laid the foundation stone of the Medical College in 1991, but Mr Pawan Bansal of the Congress did not take any steps in this direction.
He said when he was elected Member of Parliament for the first time in 1996, he got Rs 225 crore sanctioned from the Union Health Ministry for the completion of the Medical College and got recognition from the Medical Council of India. He said if voted to power, he would get the number of seats doubled in the Medical College. Mr Jain undertook 'pad yatras' in Sectors 27, 40, 26 (Sabzi Mandi) and 8. He also addressed public meetings in Sector 21, Ram Darbar, Sector 24 (rehri market), Sector 42 (Nehru Colony) and Sector 20.

BJP promises to untie 'lal dora'

Chandigarh, April 25: Much to the delight of a rural audience at Behlana village here, Mr Rajnath Singh, Union Agriculture Minister, today said the Bharatiya Janata Party (BJP), if voted to power, would end 'lal dora' in the city. He was addressing a gathering of villagers particularly with reference to rural problems. ...

Chandigarh: close contest yet again

While in 1984 elections it was a sweep in favour of Congress in the aftermath of Indira Gandhi's assassination after that there has not been much difference between the votes secured by winner and runner up. ...
... Going by the trend of Chandigarh electorate it appears that it will be a close contest between two arch rivals Satya Pal Jain of BJP and Pawan Kumar Bansal of Congress. With Harmohan Dhawan also coming into the fray on Indian National Lok Dal ticket, the election battle has become more tough for all the candidates.
In 1999, Congress and BJP were major players for the poll fight as BSP and SP shared very low percentage of votes. However, this time, Dhawan who had earlier won the elections from Chandigarh on Janta Dal ticket, is giving tough time to both BJP and Congress candidates. ...
... Pawan Kumar Bansal and Satya Pal Jain are facing each other for the third time in this parliamentary elections out of which Jain has defeated Bansal twice with a low margin of 3.66 per cent and 9.26 per cent in year 1998 and 1996 respectively.
While Pawan Kumar Bansal won the election by 7.06 per cent margin when Jain was the runner up in 1991.

Satya Pal Jain ridicules Cong tactics

A procession of party workers dancing to the beats of the dhols accompanied Mr Satya Pal Jain of the BJP when he went to file his nomination papers at the Deputy Commissioners office here today.
Office-bearers and party workers from all walks of life in the city reached the BJP office (Kamlam), Sector 33-A, in the morning. Sizeable gathering then moved to the DC office. Mehar Mittal, a well known comedian of the Punjabi films, was present at the party office with Mr Jain. ...

First-time voters more demanding

19 Apr 2004, CHANDIGARH: Candidates for the Chandigarh Lok Sabha seat will have to do a lot of convincing before they can be sure of the first-time voters' support.
The 50,000-odd voters in the age group of 18 years to 23 years will be raising serious bread and butter issues and expect a commitment from the main contenders to pledge their support.
In fact, the primary concern is employment opportunities and the outfits representing the age group agree on this score.

Satya Pal Jain: Lawyer turned politician

Satya Pal Jain is nominated as the BJP candidate for Chandigarh for the forthcoming Lok Sabha elections. In what can be called the triangular contest, he will have to battle against the Congress candidate and sitting MP Pawan Kumar Bansal and INLD candidate Harmohan Dhawan.
Jain was elected from Chandigarh in 1996 when he defeated Bansal by about 25,000 votes. He beat Bansal again to be re-elected in 1998. Jain had earlier lost in 1991 by about 15,000 votes.
A practising senior advocate in the Punjab and Haryana High Court, Jain is representing senior party leaders including the Deputy Prime Minister, L.K. Advani in a few cases.
Jain was born in Kharar and was quite active in student politics as he headed the local ABVP unit for several years.
