Pleading for the constitution of CCR at earliest, former Chandigarh Member Parliament Satpal Jain points to Chandigarh and its satellite towns Punjab and Paryana have become interdependent in terms of medical, transport, drinking water and housing facilities. "A well coordinated effort can ensure a more balanced and faster development of these facilities in these areas. For this, it is essential to constitute some sort of authority on the lines of the NCR Development Board without infringing on territorial jurisdiction of the concerned state ", Jain explained while cautioning that Chandigarh and its surrounding areas are bound to experience greater pressure on their infrastructure in times to come. ...
... Two such projects hanging fire are construction of a Dam on the Ghaggar river and the recently mooted Electric Trolley Bus project. Though all three governments of Haryana, Punjab and Chandigarh recognise that a dam on ghaggar will help in resolving the problem of drinking water shortage in the region, yet the project stands stalled for for the last few decades. Regards the trolley project, Haryana has agreed in principle to participate in the project. But Punjab has expressed its unwilingness citing financial constraints. It is precisely in the case of projects that the CCR Development Board or Authority can play a significant role by coordinating the efforts of the three governments supplemented by central government's expertise and funds in the form of loans and grants, analysts point out.
